The state visit of President of the Republic of Azerbaijan Ilham Aliyev to the People’s Republic of China stood out for its productivity and depth, both in terms of the breadth of cooperation and the number of agreements signed. In Beijing, Azerbaijan–China documents were signed with the participation of President of the Republic of Azerbaijan Ilham Aliyev and President of the People’s Republic of China Xi Jinping.
As AZERTAC reports, in particular, the heads of state signed the Joint Statement on the establishment of a comprehensive strategic partnership between the Republic of Azerbaijan and the People’s Republic of China.

Minister of Economy of Azerbaijan Mikayil Jabbarov and Head of National Data Administration of China Liu Liehong signed the “Memorandum of Understanding on Strengthening Cooperation in the Digital Economy between the Ministry of Economy of the Republic of Azerbaijan and the National Data Administration of the People’s Republic of China.”
Ambassador of Azerbaijan to China Bunyad Huseynov and Mayor of Urumqi Yakup Paydulla signed the “Letter of Intent on Establishing Sister City Relations between the City of Nakhchivan of the Nakhchivan Autonomous Republic of the Republic of Azerbaijan and the City of Urumqi of the Xinjiang Uyghur Autonomous Region of the People’s Republic of China.”
The documents signed between Azerbaijan’s Ministry of Energy and the Chinese companies were: the Investment Agreement on the 100 MW Gobustan Solar Power Plant Project between the Government of the Republic of Azerbaijan and Universal Solar Azerbaijan LLC; the Agreement between the Ministry of Energy of Azerbaijan and China Energy Overseas Investment Co. Ltd.; the Agreement between the Ministry of Energy of Azerbaijan, China Datang Overseas Investment Co. Ltd., and SOCAR Green LLC on the assessment, development, and implementation of a 100 MW floating solar power plant project with a 30 MW battery energy storage system in Lake Boyukshor; the Agreement between the Ministry of Energy, PowerChina Resources Limited, and SOCAR Green LLC on the assessment, development, and implementation of a 160 MW solar power plant project; the Memorandum of Understanding between the Ministry of Energy of Azerbaijan and the Electric Power Planning and Engineering Institute of the People’s Republic of China on the development of renewable energy and planning of the electric power system; the Memorandum of Understanding between the Ministry of Energy of Azerbaijan, SOCAR Green LLC, China Datang Overseas Investment Co. Ltd., and PowerChina Resources Limited on the development of a 2 GW offshore wind energy project in the Azerbaijani sector of the Caspian Sea.
A total of 256 Chinese companies are actively operating in Azerbaijan, while the number of China–Europe freight trains passing through the Southern Corridor — with Azerbaijan as a key hub — has increased 15-fold compared to last year. According to data from the China Institute of Economic and Industrial Research, the volume of bilateral trade between China and Azerbaijan reached USD 2,465.31 million in 2024, an increase of USD 743.50 million compared to 2023 - representing a year-on-year growth of 43.2%. Chinese Vice Minister of Commerce, Lin Jie, stated that trade volume between China and the member states of the Shanghai Cooperation Organization (SCO), observer states, and dialogue partners reached USD 890 billion in 2024, setting a new record. This accounts for approximately 14.4% of China’s total export and import value, highlighting the immense viability and strong growth prospects of regional trade, according to the Chinese news agency Xinhua.
In 2024, the number of China–Europe freight trains passing through SCO member states reached 19,000, a 10.7% increase compared to the previous year.
