A strategic partnership agreement in the field of energy between the governments of Kazakhstan and Azerbaijan has been approved. Azerbaijani President Ilham Aliyev signed a decree ratifying the Agreement on Strategic Partnership in the Energy Sector between the Government of the Republic of Azerbaijan and the Government of the Republic of Kazakhstan, which was signed in Astana on October 21, 2025.
Cooperation under the agreement will take place, among other forms, through joint activities in oil and gas production in the territories of the two countries; mutually beneficial equity participation in energy projects, including oil and gas ventures; the transit of oil produced in Kazakhstan through the territory of Azerbaijan under arrangements to be defined by separate agreements; participation in projects to export electricity generated from renewable energy sources in Kazakhstan to the European region via Azerbaijan; the implementation of joint projects in hydrocarbon production, transportation, storage and processing, as well as in the development of renewable energy, energy efficiency and other agreed areas; the holding of bilateral consultations on energy-related issues; the exchange of information, expert assessments, experience, practical and scientific knowledge, and research findings; the organization of reciprocal visits; and the promotion of mutual investment.
