Social-economic reforms, implemented successfully in the Autonomous Republic, have ensured a multi-sector development of the economy and raised the employment rate of the population.
A number of measures, concerning the implementation of the “State program on increase of the employment of the population in the Nakhchivan Autonomous Republic for 2016-2020”, were taken in 2017 in order to regulate a labor market and ensure an efficient labor employment of the population. Demand and supply of the labor market was analyzed early in 2017, information about available vacancies was collected.
According to the results of the analyses and the demand at the labor market, a total of 403 people were involved in the vocational trainings organized in the course of the last year at the Nakhchivan Regional Vocational Training Center. 24 of them were the physically-disabled people. Along with this, 36 people were involved in the vocational trainings organized in the same training center in order to ensure a reintegration into the community and employment of people to be released from prisons of the Penitentiary Service.
Over the past period, 2,891 people who applied to the employment services were provided with a suitable work. Out of the employed people, 1,044 were youngters, 103 were the physically-disabled people and 93 were the representatives of the low-income families. A total of 832 were provided with work at the labor fairs held in the Autonomous Republic.
Besides, large and small cattle were given to 54 low income families to ensure an independent employment of families which are in need of social care, as well as develop individual farming based on the family labor. 34 people were involved in the social projects to ensure an in-home employment of women.
In 2017, 374 citizens were provided with a seasonal work in order to ensure a temporary employment of people. 40 of them were students.
The trend of the income growth of the population continued in the Autonomous Republic through 2017. Compared to the figures of 2016, the income of the population increased by 1.1% and totaled 1,845,812 AZN, while the income per capita totaled 4,093AZN. Along with this, an average monthly salary per one worker has exceeded the figure of 2016 by 1.1% and totaled 416 AZN.
Just like in previous years, owing to the measures taken to improve the employment of the population, no appeals for assigning the unemployed status were made in 2017 either.
Consecutive activities are also carried out in order to improve the living standards of the low-income families and persons who are in need of the social care. The development of the individual family farms and implementation of the self-employment program in the Autonomous Republic promoted the reduction of the number of the low-income families. Thus, the direct state social allowances spent for the low-income families totaled 1,608,513.0 AZN in 2017 which is 1, 083,952 AZN lower than the figure of 2016. There were 903 low-income families in 2017 and the number of their members totaled 3,228 people. It makes 0.71% of the total size of the population in the Autonomous Republic.
The activities on medical and social rehabilitation of the physically-disabled people were continued in a consecutive order. 577 people got treatment in the rehabilitation centers during this year, prosthetic and orthopaedic services were provided to 336 people, 300 people received different technical rehabilitation facilities and 330 people received booking documents for sanatoriums and recreation centers.
4 people, who became disabled in the struggle for the sovereignty and territorial integrity of the Republic of Azerbaijan, were provided with cars during this period.
During this year social services were provided to 244 single old men and disabled people at home and 10 persons at the Nursing Home. Persons, who used social services, were also provided with medical services at the appointed time.
Meetings with the disabled people, concert programs, trips to museums and historical monuments of the Autonomous Republic for them were organized on the occasion of the remarkable dates. Throughout the year gifts were presented to a total of 2,864 people during the events held on the occasion of the remarkable dates, including the Novruz holiday, the World Down Syndrome Day, the anniversary of the Chernobyl nuclear disaster, the International Day of Older Persons, the International Day of Persons with Visual Disabilities and the International Day of Disabled Persons. At the same time different sports competitions for the disabled people were held with the support of the Paralympic Committee of the Nakhchivan Autonomous Republic. The winners were admitted to the national level competitions.
In the first half of the 2017-2018 school year 120 children with disabilities were admitted to the pre-school facilities, preparation groups and defectologic groups at general education schools under the State Program on Education and Rehabilitation of Children with Disabilities in the Nakhchivan Autonomous Republic for 2016-2020.
75 children were admitted to the first classes at the general education institutions, and 669 children to study groups at the extracurricular education institutions, to music schools and to different sports groups. Currently, the number of children with disabilities attending the general education schools of the Autonomous Republic comprises 913 kids. Distance teaching lessons for 7 children with limited hearing abilities were continued over this period.
In 2015, the Distance Learning Center for Children with Limited Moving Abilities was put into operation. 22 children were involved in studies at this center. During the above-mentioned period, 282 children with disabilities were provided with school uniforms, school kits and winter clothing.
The scope of defectological services rendered to such children in the Autonomous Republic has also expanded. To that end, training and rehabilitation rooms were created in Sharur and Ordubad districts.
The work toward enriching the audio and electronic libraries for persons with limited visual and hearing abilities was continued. At present, there are 1,312 books in the audio library, 773 books in the electronic library, and 978 books in the Braille alphabet library. Braille books for people with limited visual abilities and teaching aids for children with disabilities were printed.
Also, art and creativity competitions, exhibitions consisting of drawings and samples of needlework, different sports competitions were organized for children with disabilities in order to develop their talents and abilities. 120 children with physical disabilities from the low-income families were sent together with their parents to the Agbulag Recreation Center so that they could effectively spend their leisure time during the summer holidays.
Moreover, swimming, handball, bocce (pins, petanque, bowling), tennis, rhythmic gymnastics, table tennis, shooting, chess, football and volleyball sections were opened with the support of the Paralympic Committee.
